Judith Proctor, Chief Officer

The Moray Integration Joint Board has appointed Judith Proctor as Chief Officer for Health & Social Care Moray.

Judith, who has served as Interim Chief Officer for the past five months, will take up the permanent role with immediate effect. Her appointment follows a robust recruitment and selection process carried out jointly by Moray Council and NHS Grampian.

She will lead a partnership workforce of 1,093 staff in the planning, management and delivery of community-based health, social care and justice services.

Judith has worked in health and social care for over 30 years, having started her post university career as a nurse in Edinburgh before working as a district nurse and midwife in the Highlands and in Shetland. Following a secondment to the Scottish Executive to work on the implementation of community planning across Scotland, she then led on strategic planning and commissioning for health and social care in Dumfries and Galloway.

In 2016, she became the first Chief Officer of the Aberdeen City Health and Social Care Partnership before going on to lead the Edinburgh Health and Social Care Partnership for five years.

Judith said: โ€œIโ€™m delighted to be taking up the permanent position as Chief Officer and to continue working with such dedicated colleagues across the organisation, and wider partners, who are focused on delivering high quality, safe and sustainable services that improve health and wellbeing for and with the people of Moray.

Dennis Robertson, Chair of the Moray IJB, said: โ€œJudithโ€™s permanent appointment is excellent news for Moray. Her extensive knowledge, experience and strong track record in community health and social care make her the ideal fit for this demanding role.

โ€œHer leadership skills will be invaluable as we continue to work through the many complex issues and budgetary constraints facing not only the Board but all public sector organisation including our funding partners, Moray Council and NHS Grampian.โ€

Judith succeeded Simon Bokor-Ingram who stepped down as Morayโ€™s Chief Officer at the end of May for health reasons.
