
Moray Integration Joint Board (MIJB) has published its Annual Performance Report for 2024/25, detailing how it has responded to ongoing challenges while striving to improve the health and wellbeing of individuals, families, and communities across Moray.
The report highlights key achievements and developments delivered through Health & Social Care Moray (HSCM) – the partnership delivering integrated community health and social care services on behalf of the Board. It also sets out performance against national and local indicators, and progress made in delivering MIJB’s Strategic Plan, Partners in Care 2022–32.
In their joint foreword to the report, the outgoing Chair, Councillor Elaine Kirby, and Vice-Chair Dennis Robertson praised staff for their resilience and commitment.

Councillor Bridget Mustard takes up appointment as MIJB Chair today (1 August).
She said: “I’m pleased to take on the role of Chair at this important and challenging time. I look forward to working with my fellow Board members to build on the progress already made and to ensure we continue supporting the people of Moray to achieve improved health and wellbeing.”
The performance report documents Moray’s progress across nine national health and wellbeing outcomes, with performance showing improvement or consistency in the majority of national indicators. Highlights from 2024/25 include:

Improved performance in areas such as emergency admissions, bed days, and falls rates.

Expansion of community-based supports, including volunteer responder teams and social prescribing.

Focus on frailty, with collaborative work to reduce hospital admissions and support people to live safely at home.

Partnership working with the Rural Centre of Excellence for Digital Health and Care Innovation, trialling digital health innovations such as online self-assessment tools and smart home technology.

Launch of Heart of Moray, a whole-system approach to healthy weight and wellbeing.
The Board also continued to deliver on national programmes including Discharge Without Delay, the Primary Care Improvement Plan, and Getting It Right for Everyone (GIRFE).
Alongside its achievements, the report highlights the scale of the complex and growing pressures on services – from increasing demand and workforce challenges to the need to deliver significant savings – and outlines how MIJB and the partnership are responding.
In March 2025, MIJB approved a revenue budget of £214 million, which includes a £9.5 million savings plan to be achieved through service redesign, efficiency improvements, and cost reductions. Additionally, £1 million from earmarked reserves has been allocated to help stabilise finances.

Increasing the focus on prevention and early intervention to reduce demand on formal services.
