Stephen Morgan has taken up his appointment as Moray’s new Chief Social Work Officer and Head of Service (Children and Justice Services).

A qualified social worker with almost 30 years’ experience in local government, Stephen brings extensive leadership and senior management expertise across social work and children’s services.

He joins Moray from Dumfries and Galloway Council, where he served as Director of Social Work Services and Chief Social Work Officer. Prior to this, he led the council’s Children and Families Service.

As Chief Social Work Officer, Stephen will provide strategic professional leadership and assurance for social work across Moray. The role focuses on ensuring services meet their statutory responsibilities, maintain high professional standards and continue to improve, while working with partners to achieve better outcomes for individuals, families and communities.

Stephen said: “I’m delighted to be taking up the role of Chief Social Work Officer and Head of Service in Moray. I’m looking forward to getting to know colleagues across social work, social care and health services, as well as our partners and communities, and working together to make a positive difference for the people we serve.”

The appointment is a joint role across Moray Council and Moray Health & Social Care Partnership (HSCP), reflecting the important contribution social work makes across both organisations.

Dennis Robertson, Chair of Moray Integration Joint Board which governs the work of Moray HSCP, said: “Stephen brings a wealth of experience and knowledge, together with a strong commitment to public service and improving outcomes for people and communities.

“His experience across social work, children’s services and wider local government leadership will be a significant asset to Moray. We look forward to working with him as we continue to develop high-quality, person-led, sustainable services that respond to the needs of our communities.”

Stephen succeeds Jim Lyon, who is stepping down from the role of Interim Chief Social Work Officer and Head of Service (Children and Justice Services).
