
Cala children’s house in Elgin has been praised by the Care Inspectorate, which recognised the team’s clear commitment to putting young people at the heart of everything they do.
The residential service, which is managed by Health & Social Care Moray (HSCM), was visited in October. In the report published this week, the quality of support for children and young people’s rights and wellbeing has been graded as very good (5 out of 6).
Cala is made up of two small houses, each home to up to three young people, creating a warm, nurturing and family-style environment. During the unannounced visit, the inspector met with young people, spoke with staff and managers, observed daily life, and gathered feedback from young people, parents, and external professionals.
They found significant strengths in the care provided, highlighting a trauma-informed approach that promotes young people’s emotional and physical safety. Young people enjoyed warm, trusting relationships with the adults who care for them, with many of these meaningful connections continuing even after they have moved on from Cala.
Young people were encouraged to explore activities and develop new interest, helping build confidence and self-esteem. They were also actively involved in their own support, with young people writing their own care plans and contributing their views throughout everyday decision-making.
The report also recognised the strong role families play in supporting young people at Cala. Relatives were offered both practical and emotional support, and their views were valued as an important part of each child’s care plan.

“The report speaks very highly of the care and support provided at Cala. It’s clear the staff and young people have strong, positive relationships, and that these relationships continue to make a real difference to the lives of our care-experienced young people. We’re delighted to see the team’s dedication recognised.”
