Health & Social Care Moray has welcomed publication of the Care Inspectorate’s latest report on its Community Support Service, which supports adults to live independently in their own homes across Moray.

The report recognised the kindness, compassion and commitment of staff and the positive difference the service makes to people’s daily lives, while also identifying key areas where continued improvement is needed.

Following the inspection in March 2026, the service was graded ‘good’ (four out of six) for how well people’s wellbeing is supported, and ‘adequate’ (three out of six) for leadership, staffing, and care and support planning.

The Community Support Service provides care at home and housing support to around 60 adults with learning disabilities and/or mental health conditions.

Inspectors heard people speak positively about their support and the kind, dignified and respectful care they experienced. They highlighted the warm and trusting relationships between staff and the people they support, noting that staff knew people well and communicated in ways they understood.

The report found that many people were being supported to get the most out of life, including maintaining their homes, preparing meals, managing finances, attending health appointments and taking part in their communities.

Inspectors also welcomed significant progress made by the service in medication management and communication, and recognised that adult protection concerns were managed well, helping to keep people safe.

At the same time, the inspection identified areas where improvement is needed. These include strengthening quality assurance, improving oversight of staffing, and ensuring consistency in complaints handling. Inspectors also found that while many care plans were detailed and person-centred, these were not always updated consistently to reflect people’s changing needs and wishes.

Judith Proctor, Chief Officer of Health & Social care Moray, said: “We welcome publication of this report and the recognition it gives to the compassion, commitment and professionalism shown by our staff every day. It’s positive to see the report recognise the quality of relationships between staff and the people they support, and the role this plays in helping them live safely and independently.

“We fully recognise the areas where action is needed. We are continuing to take forward improvement work to ensure the service builds on its strengths and provides the quality, consistency and positive experience people expect.”

The full inspection report is available on the Care Inspectorate website.
