Health & Social Care Moray (HSCM) has welcomed a positive inspection report for its housing support and care at home service at Barlink Road, Elgin, confirming residents continue to receive safe, high quality and person-centred care and support.

The Care Inspectorate carried out an unannounced core assurance inspection in April 2026 at the service, which supports four adults with learning disabilities and complex needs in a large bungalow in Elgin.

The inspection focused on key areas including wellbeing, leadership, staffing and support planning, and found people are receiving care and support that meets their needs while protecting their safety, wellbeing, and rights.

Inspectors highlighted the caring and respectful approach of staff, noting that residents were treated with kindness, dignity and compassion, helping them feel comfortable and at ease in their home.

The report also praised the service’s personalised approach to support planning, with care tailored to each person’s individual needs, preferences and goals. Regular reviews ensure support continues to evolve as people’s needs change.

Residents are supported to take part in meaningful activities and maintain connections in the community, including visits to favourite places, cafés and clubs.

Staff were shown to be well trained, knowledgeable and competent, with structured induction processes ensuring they are fully prepared before supporting residents.

Leadership within the service was described as visible, approachable and focused on continuous improvement, with managers actively seeking feedback from families, staff and visiting professionals to help improve outcomes for residents.

Families provided positive feedback about the service and told inspectors they felt confident that any concerns would be listened to and addressed appropriately.

Regular audits covering key areas including medication, finances, infection prevention and care planning, were also found to support positive experiences for people.

Barlink was the first service in Moray to undergo an assurance inspection. These inspections check that higher performing services continue to deliver safe, effective care and support that meets people’s needs. No new evaluations (grades) are awarded.
